LEAGUE RULES

Tournament Format   14-U, 16-U, 18-U, 22-U
  1. Your team will not be allowed to participate in the Piper Davis National Baseball Tournament without insurance.  If you discover that you do not have insurance, your team will be removed from the tournament without a refund.
  2. National Federation of State High School Association (NFHS) shall apply. Except for noted exceptions.
  3. Games will be subject to 7 innings or 2 hour minute time limit. No new inning shall start after 1:50 minutes.
  4. Games will not play extra innings, even if time is left on clock.  The game will be recorded as a tie.
  5. All tournaments are 4/5 game guarantee, weather permitting.
  6. Run Rules- 20 runs after 2 innings of play; 15 runs after 3 innings of play; 10 runs after 4 innings of play and 8 runs after 5 innings of play.
  7. Pitcher must be replaced on 2nd trip to mound in any inning.
  8. Not covered in the Rules: In the event any item is not covered in the rules, the tournament committee will make the fairest possible ruling and that ruling will be final.
 
Pre-Game Arrival/Timing
  1. All teams should be prepared to play 30 minutes before their scheduled game time.
  2. Games completed early will result in an early start for the following game.
  3. All teams must start a game with at least 9 players.  If not, the team will forfeit. A game may be finished with 8 players.
  4. Teams not available to start with 10 minutes of scheduled start time will be subject to forfeit.
  5. Note:  Any team not on the field and prepared to start the game at game time will give cause for immediate forfeit.  There will be a 15 minute period in between games to allow crews time for field maintenance.
 
Infield:
  1. Unless otherwise noted by a Tournament Director, no infield practice will be allowed prior to the start of any game.
  2. Teams will be permitted to take fly balls down the outfield lines prior to the start of their game, unless venue says otherwise. No warm-ups on aprons.
  3. Teams will be provided 15 minutes to warm up prior to the start of all games.
  4. We will abide by all venue host rules.
 
Home/Visiting Team:
  1.  Will be determined by coin flip.
  2. Please do this ASAP to allow pitchers proper time to warm up.
  3. Before each game, both coaches must agree on one official scorekeeper. However, we recommend that all teams (home and visitor) keep a score book.

Pitching Restrictions:
  1. There are no mandatory pitching restrictions.  However, please remember that you are responsible for these players.  BE SMART!
 
EH and DH:
  1. Teams will be allowed to use a DH and EH during any given game.
  2. Teams must designate who each player is and for what player the DH will be hitting for in the field of play.
  3. Should the DH enter the field of play, the DH position will be eliminated.
  4. The EH may also enter the field of play but must remain in their current batting position.
  5. The player for which the EH has replaced in the field will now become the EH, but will remain in the same batting position.
 
Ejections:
  1. A player, coach, or spectator that is ejected from a game is ejected for the entire tournament. Unsportsmanlike conduct will not be tolerated by PDNB Tournament.
  2. Any team that fails to show up for a scheduled game, forfeits the game and may be disqualified and banned from future events.
 
Courtesy Runners:
  1. May be used for catcher/pitcher. Optional for catcher with less than 2 outs.
  2. Must be a player not currently in the game or player who made the last out should a team not have an extra player on the bench.
 
Intentional Walks:
  1. Automatic intentional walk will be used and may be granted anytime during the at bat.
 
Slide Rule:
  1. Players must try to avoid contact on all players during a game.
  2. It is umpire’s discretion if there was intent to cause contact.
  3. Players may be subject to ejection if there is intent to cause contact.
 
Bat Restrictions:
  1. Teams competing in wood bat tournaments have no weight distribution limits, composite wood bats are allowed.
  2. All metal bats must be BBCOR Certified. 10-U, 12-U Only.
 
Catchers Equipment
  1. The catcher’s helmet and mask combination shall meet the NOCSAE standard.  Any helmet or helmet and mask combination shall full ear protection (dual ear flaps).  A throat protector, which is either a part of or attached to the catcher’s mask, is mandatory.  A throat protector shall adequately cover the throat.  The commercially manufactured catcher’s head, face and throat protection may be a one-piece or multi-piece design.  Skull caps and mask are not allowed.
  2. While in a crouch position, any non-adult warming up a pitcher at any location shall wear a head protector, a mask with a throat protector and a protective cup (male only).
 
In Game Activity:
  1. A coach, player, substitute, or attendant or other bench personnel shall be in the  dugout at all times during a live ball; for violation of this rule, the umpire shall:
  2. First issue a team warning
  3. The second penalty the violator shall be restricted to the dugout.  That means they may not come out unless an injury to a player on the field.  The violator cannot come out between innings and cannot go on the field unless an injury.
  4. Third penalty, ejection of the violator.
 
Protests:
  1. There is NO Protest; the ruling on the field is final. Play Baseball.
 
Drop Out Policy:
  1. Teams having completed registration payment are expected to attend that event.  Teams withdrawing 30 days in advance will receive a full refund (minus $50.00 for administration fee if the event has not been closed; the position will need to be filled if the event has closed.
  2. Teams withdrawing within 29 days of the tournament will forfeit all registration fees, unless that position can be filled before the schedule is released.
 
We do not expect or want to keep any registration fees for teams that are not participating in the event, but if timing becomes an issue we may have no choice.

Weather & Game Delays
  1. Games will be “complete” with 4 1/2 innings of play during a scheduled 7 inning game.  The score of the game will revert back to the last completed inning should play be suspended for any reason.
  2.  Should the first game of the day be under a weather delay/cancellation, that game will take place at a later time during the tournament as we will try to keep all other games on their previously scheduled times.  If we have a 2 hour rain delay and you start at 9:00 AM, we will contact all coaches that were scheduled to play at 9:00 AM and move those games to a different time period.  Teams that were scheduled at 11:30 AM should assume the start of their game is on time until otherwise informed.

Rain Out/Refund Policy

Weather plays a factor in any outdoor sporting event. The same holds true for our tournaments.  Field crews will do everything within reason to complete each game and tournament to the best of their ability without risking the safety of anyone involved (players, coaches, spectators, crews).  Should weather play a part in the cancellation of any event, below are refund and rain out procedures:

  1. If the event is cancelled beforehand due to weather, teams paying by check will receive 100%; teams paying by Pay Pal will receive their entry fee minus the Pay Pal processing fee.
  2. Two games completed = 50% refund.
  3. There will be no refund after the start of each team’s third game.
  4. All refunds will be issued within 30 days of event being cancelled.

All Tournament & Complex Policies

Our tournaments may be hosted on college campuses and high school fields.  These locations do NOT permit players, parents, or fans to consume alcoholic beverages or use tobacco products on the premises. We will enforce those policies at our events as well. Please remind your fans and players to respect these policies as improper conduct will be dealt with as needed.  Law enforcement officials may be called if necessary.  Ejection may take place for the remainder of the game or tournament at the tournament director’s discretion.
Any and all tournament injuries must be reported to the Tournament Director at the time of the incident.  Failure to do so will leave all liability with the team and/or family responsible for the child.
Tournaments of Piper Davis National Baseball League do not charge admission fees to any or our events; however, the facilities reserve the right to charge an admission fee.
